How Powerful Tiers and Drops Work
Powerful Tier 1: 1-3 Light above your current light with a small chance of it being the same light
Powerful Tier 2: 3-4 Light above your current light
Powerful Tier 3: 5-6 Light above your current light
As explained below, these apply to base Power, which means your Light Level without your artifact bonus added!
